Safe Design of Building and Structures – Draft WA Code

The WA Commission for Occupational Safety and Health has produced a draft code of practice on the safe design of buildings and structures which provides guidelines for meeting legal responsibilities and practical guidelines on how to maximise the safety of the design and is seeking feedback by 23rd July 2007.

The draft code includes an outline and explanation of the principles of safe design identified by the Australian Safety and Compensation Council. These are:

  1. Safe design is everyone's responsibility;
  2. Safe design applies to every phase in the life cycle, and involves eliminating hazards or minimising risks as early as possible;
  3. Safe design implements risk management;
  4. Safe design requires knowledge and capability, which should be either demonstrated or assessed by any person with control or influence over design; and
  5. Safe design relies on communication.

The draft says it will not always be possible to clearly delineate who has responsibility for eliminating or reducing hazards, but as a rule of thumb: "if a person has a capacity to exercise control, the risk is foreseeable and practicable measures are available to either eliminate or control it, then the measures should be undertaken." http://www.worksafe.wa.gov.au/newsite/worksafe/media/pdf/public_comment/safe_design_draft6_code200703.pdf

ASCC – Safe Design for Engineering Students
